The City of Tiberias is a municipal government in northern Israel committed to improving social and economic mobility among its residents. To boost economic and social mobility, Tiberias partnered with Joint-Ashalim, the Ministry of Welfare and Menomadin Foundation on an integrated strategy spanning education, health, digital inclusion and community belonging. We evaluated the program using a mixed-method approach—combining municipal data with qualitative interviews and surveys. This evaluation uncovered hidden bottlenecks and the highest-leverage levers for change, so city leaders can reinvest where it counts most.
